Mastering Boston Harbor is a major work that combines the story of a single immense litigation with an analysis of the story's lessons about law and about judicial activism. Boston Harbor was a mess, largely because all levels of government ran from their responsibilities. A rare judge, the late Paul Garrity, then intervened. Acting unjudicially, he appointed Professor Charles Haar as special master and directed Haar to develop a plan to clean up the harbor. Today the harbor is vastly cleaner, citizens pay a surcharge on their water bills, and the law has been served. The story is riveting. AN INCREDIBLE STORY OF HOW A CITIZEN, A JUDGE AND A LAW PROFESSOR CLEANED UP BOSTON HARBOR

During the 1988 Presidential election, soon to be President George H.W. Bush took to the waters to proclaim Boston Harbor as the "dirtiest harbor in America," then under the stewardship of his rival Governor of Massachusetts Michael S. Dukakis.

In the words of the New York Times on January 5, 2014, "Today the harbor is the pride of Boston, a playground for pleasure boaters and even swimmers as it glistens like a necklace, ringed by glassy towers, upscale restaurants and pricey hotels."

The clean-up of the harbor came about because of one disgusted resident of Quincy sick of fecal material washing up on his beach who sued the state, a creative, activist state judge Paul Garrity and the incredible volunteer efforts of Harvard Law School Professor Charles M. Haar appointed as a special master by Judge Garrity. Haar's special report conclusively established the facts pinning responsibility on state government for the ongoing pollution and laid out a plan for how to clean up the harbor. The public uproar triggered by the report, and the pressure applied by the then Senate President William Bulger, whose South Boston district abutted the harbor, finally forced the reluctant Governor Dukakis to adopt the Haar plan and begin the costly process to end the filth of Boston Harbor. It took years and billions of dollars to accomplish, and tragic loss of life, but the glistening, clean harbor of today is a monument to what can be accomplished by a handful of determined citizens to force an unresponsive government to act in the public interest.

I had watched numerous YouTube videos by Frank Turek prior to buying this book. It starts off slow for someone who is already a Christian. He didn't say anything I didn't already know. However, once you get into it, it's absolutely indispensible. I bought this for my kindle, but I'm going to buy the print version also to keep in my permanent collection and loan out. His arguments are thought provoking and honest. As someone who struggled with the truth for many years and was pursuing an education in science, it was a hard, long journey to faith in our Lord Jesus. People like Frank Turek help not only to get you questioning, but present solutions that are believable and supportable.

This is an excellent book and lays out concisely why it takes much more faith to NOT believe there is a God than why there is one. This is a good read for someone who's sitting on the fence or has any doubts.

The Original Structuring model will be bifurcated into a Sources of Funds model, the assets of the collateral pool, and a Uses of Funds model, the liabilities waterfall model.� This will give the reader experience working with an existing model as a base departure point of development rather than the less common “start from scratch” approach.� Once the Base Asset Model (BAM) and the Base Liabilities Models (BLM) are complete, each model will serve as the platform for future development.� From the BAM and BLM a pair of much more robust models, the Collateral Cash Flow Generator (CCFG) and the Liabilities Waterfall Model (LWM), respectively, are created.� The CCFG is designed to process a significantly greater quantity, variety, and complexity of collateral types.� It also introduces the analyst to Geographic based prepayment methods as well as those using Financial/Demographic factor approaches. The LWM, operating independently of the CCFG, reads the collateral cash flow scenarios and applies them across a two tiered, six tranche bond structure.� The liabilities waterfall contains provision for an interest rate swap, performance triggers and a variety of other credit enhancement features.

With the CCFG and LWM now complete Access is introduced.� Access will replace various Excel/VBA code modules in the CCFG such as the collateral data management, data scrubbing and reporting, data sufficiency testing, and eligibility screening.� Access is also employed to export and the various collateral cash flows. � In the LWM Access is used to import the cash flows, store the liability structure specifications, and export/save the resultant structure performance.� PowerPoint is then introduced in the CCFG to allow for the fully automated production of presentation report packages.� Last Outlook is added to the models to inform the analyst of model performance and to automatically distribute the various report packages to pre-designated mailing lists.

The book contains over 750 exhibits of reports, menus, calculation, and algorithmic examples and most of all code.� The complete Excel, VBA, Access, PowerPoint, and Outlook code for all of the models is included on the Web site.� The Web site also includes Web chapters containing detailed instructions on how to create and populate a directory environment to store this code, run the models, and organize the results.� Lastly there are other Web chapters containing supplemental information explaining the structure and function of the original model, bond and mortgage math (with calculation examples), representative line generator programs, and a tutorial on the construction and integration of UserForms.

About the Author
WILLIAM PREINITZ has thirty years' experience in investment banking and structured finance analytics. A former managing director at Citigroup, highlights of his career include the creation and marketing of securitizations backed by 12b-1 mutual fund fees. With a team of ten people over a fifteen-year period, his group concurrently provided analytical structuring support for the over 100 different asset classes contained in the ABCP program of the bank. These included such varied items as movie revenues, fast-food franchise financing, and communication satellite leasing. In conjunction with the bank's corporate training program, he taught Excel/VBA modeling classes to over 300 people ranging from associates to managing directors.

MATTHEW NIEDERMAIER is currently a vice president in the Structured Finance Group at Markit, where he is a member of a pricing and valuation group focused on agency mortgages and CMOs. Within Markit he has also taught courses in Excel/VBA globally. Prior to Markit he modeled U.S. and Latin American ABS deals at Citigroup, including auto loans, credit cards, and timeshares.

Comprehensive guide for the strong willed

Having read Preinitz's first book, A Fast Track To Structured Finance Modeling, Monitoring and Valuation: Jump Start VBA (Wiley Finance), I was already familiar with the existing model that is presented in Chapter 2. This book takes you step by step (literally) through the enhancement of the existing securitization model. Creating an enhanced model that utilizes tools like Access and Powerpoint is quite an involved process. It's not clear how straightforward it would be for someone to encounter this model and run with it without having gone through it in the first book. Preinitz, however, makes a solid effort to light your path by providing detailed explanations throughout the book and many chapters of supplemental material on the accompanying website.

I admit that I was mentally exhausted by the time I finished going through all of the materials. But the level of understanding I gained would have taken much more time (months, years?) to acquire were I to learn on-the-job.

Just reading this book may be informative, but one can only truly understand structured finance transactions by doing. The author has provided an enormous amount of resources and detailed instruction, giving you the responsibility of following through. If you are willing to put in the time, this book is thoroughly rewarding.

Sure does leverage

I've read both of Preinitz's books. Each is highly organized and well thought out. This one continues where the contents of the first left off. The original SBA loan portfolio used as an example in the introductory level book is replaced by a larger and more complex asset-backed cash flow model that uses a residential mortgage portfolio. If the user wants to undertake an example of transforming an existing simple model into a more complex one, the first six chapters do just that. If, however, an advanced level reader prefers, one can start directly with Chapter 7.

Preinitz shows how to, by explicit but manageable segments of VBA code, incrementally build an asset and a liability model. As a modeler with a basic VBA background, I can easily interpret the code purely from its nomenclature and standardized approach. The most awesome part of the finished model (provided in the Web site) is the use of aesthetically pleasing UserForms (for input) and the speed and visual impact of automatically produced presentation format reports (for output) using PowerPoint. It's a plus that the instruction and code also uses Access (for database management) and Outlook (for messaging).

The only criticism I can offer is that the reader must be prepared for comprehensive study. There is no superficial quick approach to this author but I can see easily how the techniques, once mastered, can be time-saving after the initial effort is invested. I highly recommend this book. This appears to be a set of modeling techniques developed over a long career that are condensed into one VBA platform.
